The circuit breaker labeled "HORN BRKR" under the drivers side dash also does the convertible top- door locks and power seats-
If this fuse is OK and the top doesnt run - it could be the solenoid switch. This is next to the motor behind the rear seat which you can lever off at the top corners and middle. This can easily burn out if a top is old/stiff and takes longer to move- so rather than replace it and burn it out again- you can pry it open and beef up the connections with thicker wire.
